Qazet.az reports that the BBC wrote about this with reference to the statement of the US Finance Minister Janet Yellen.

According to the minister, with Russia's economy already shrinking and its budget running out, the price cap will immediately cut off Putin's most important source of income.

Note that the new limit does not allow countries to pay more than US$60 (£48) per barrel for sea exports of Russian crude oil.
