All the delays are said to be mainly due to technical issues.
Israeli mass media, citing high-ranking officials, said that Baku and Tel Aviv are conducting intensive negotiations on the opening of embassies.

"Diplomatic relations between the two countries have existed for 30 years, but Azerbaijan has not yet opened an embassy, although relations between Israel and Azerbaijan are excellent," the report said.
