Can pharmacies refuse to issue a VAT receipt to a customer?

Some pharmacies operating in Baku refuse to give the customer a cashier's check, which is required for a part of the VAT refund. When the customer asks for a check, the sellers in the pharmacy try to justify themselves with various reasons.

Tax expert Anar Bayramov said in his statement to Qazet.az reports that it is against the law for a pharmacy that is a VAT payer not to issue a VAT receipt to a customer.
