Financial violations revealed in films shot on state orders

The results of audits conducted by the Accounts Chamber in terms of the use of funds allocated from the state budget for the production of films under the state order have become known.

The checks covered the period from 01/01/2020 to 01/01/2022.

The amount of funds allocated from the state budget for the production of films under the state order through the ministry amounted to 4,524.0 thousand manats in 2020, and 6,520.8 thousand manats in 2021, a total of 11,044.8 thousand manats. In 2020, AZN 2,817.7 thousand was spent on filming 34 films and 31 events, and AZN 6,497.7 thousand was spent on filming 45 films and 40 events in 2021. In total, for the period covered by the audit, AZN 9,315.4 thousand or 84.3% of the funds were spent on shooting 79 films and implementing 71 events, the remaining AZN 1,729.4 thousand or 15.7% (including AZN 1,706,281.0 in 2020 and AZN 23,131.0 in 2021) were returned to the state budget at the end of the year. Qazet.az report about that.

The audit covered 2269.4 thousand manats in connection with 7 films made at the expense of state funds at the film studios named after J. Jabbarli, Azerbaijanfilm, Salname, Mozalan and Narimanfilm, as well as 2154.2 thousand manats AZN 4,423.5 thousand used for 71 events by the studios and the Ministry of Culture, which accounted for 47.5% of the total funds allocated from the budget.

Based on the results of the audit, it is proposed to take into account the implementation of a number of measures to eliminate shortcomings in the financing and use by studios of funds allocated from the state budget for the production of films commissioned by the Ministry of Culture.
