Russian President Vladimir Putin said the decision to launch a special military operation in Ukraine is "difficult", Qazet.az reports according to CGTN.

"Moscow tried to resolve the Donbas conflict peacefully. He said the people of Donbas should have been allowed to speak Russian freely and live according to their own wishes," noted Putin.
