Qazet.az report according to Report informs that committee chairman Zahid Oruj said that two issues were included in the agenda of the meeting.

Zahid Oruj, firstly, in the Labor Code of the Republic of Azerbaijan, the Family Code, the Criminal Code, the Criminal Procedure Code, "On Children's Rights", "On Lawyers and Advocacy", "On Education", "On Social Service", "State dactyloscopic in the Republic of Azerbaijan and genome registration" and "On general education" submitted the draft law on amending the laws of the Republic of Azerbaijan in the first reading.

It was brought to attention that the draft law was prepared in connection with the implementation of the Law of the Republic of Azerbaijan dated October 22, 2019 "On the approval of the Council of Europe Convention on the Protection of Children from Sexual Exploitation and Sexual Violence". In accordance with the Convention, the proposed changes in the draft envisage the implementation of preventive measures, victim assistance and substantive criminal law obligations in national legislation.

It was noted that the requirements for those working with children, application of criminal law to legal entities, deprivation of parental rights, definition of the circle of minors, and issues related to child protection were reflected in the changes. The document contains the forms and rules of legal assistance to victims of sexual abuse, the study of such cases, and the related educational work.

Talking about the essence of the issue, Adil Valiyev, head of the Social Legislation Department of the Milli Majlis Office, said that the Labor, Family, Criminal-Procedural Codes, "On Children's Rights", "On Education", "On Social Services", "On General Education" and other laws the proposed changes are designed to prevent all forms of sexual exploitation and sexual violence against children and to create the necessary legislative framework to protect children and provide assistance to victims of such violence. At the same time, some of the criminal elements provided for in the chapter of crimes against sexual integrity and sexual freedom of the Criminal Code are being improved. At the same time, it is proposed to tighten the sanctions of those articles when the mentioned criminal acts are committed against a minor.

Deputy chairman of the committee Tahir Karimli, members Bahruz Maharramov and Jala Ahmadova spoke about the importance of the proposed changes in the project. Deputies noted the importance of prevention of cases of violence against children and control mechanisms in this area.

The draft law was recommended to the plenary session of the Milli Majlis in the first reading.

Then the chairman of the committee, Zahid Oruj, spoke about the draft of the Constitutional Law (second reading) on ​​amending the Constitutional Law of the Republic of Azerbaijan "On the Human Rights Commissioner (Ombudsman) of the Republic of Azerbaijan". He said that the constitutional law defines and improves the new implementation mechanisms of a number of powers given to the ombudsman in the field of human rights.

The draft law was recommended to the plenary session of the Milli Majlis in the second reading.
