It was reported that the White House uses the "PDA" process to transfer the devices. PDA allows the United States to quickly transfer defense goods and services from warehouses without congressional authorization.

According to information, the "HAWK" system is considered a harbinger of the delivery of the "PATRIOT" missile defense complex.

So far, Ukrainian officials have not applied regarding "PATRIOT". That's why they consider "HAWK" a herald.
