Qazet.az reports with reference to "Reuters" that Ukrainian President Volodymyr Zelensky said this in his speech before the military in Kherson.

The head of state said that the Ukrainian army is advancing.

The President also thanked NATO and other partners for their help in the war against Russian occupation.

European Union (EU) High Representative for Foreign Policy and Security Affairs Josep Borel told reporters before the meeting of the EU Foreign Affairs Council that official Kyiv should decide when to start negotiations with Russia.

He said that Ukraine should decide what to do: "Our duty is to support them."
